Creates a TagHold.

Returns ALREADY_EXISTS if a TagHold with the same resource and origin exists under the same TagValue.

request - The metadata request object.

Request parameters:

parent - Required. The resource name of the TagHold's parent TagValue. Must be of the form: tagValues/{tag-value-id}. Value must have pattern ^tagValues/\[^/\]+$.

validateOnly - Optional. Set to true to perform the validations necessary for creating the resource, but not actually perform the action.

$fields - Selector specifying which fields to include in a partial response.

Completes with a Operation.

Completes with a commons.ApiRequestError if the API endpoint returned an error.

If the used http.Client completes with an error when making a REST call, this method will complete with the same error.
