Creates a new rules resource.

Returns the newly created rules resource if successful.

request - The metadata request object.

Request parameters:

customBiddingAlgorithmId - Required. The ID of the custom bidding algorithm that owns the rules resource. Value must have pattern ^\[^/\]+$.

advertiserId - The ID of the advertiser that owns the parent custom bidding algorithm.

partnerId - The ID of the partner that owns the parent custom bidding algorithm. Only this partner will have write access to this rules resource.

$fields - Selector specifying which fields to include in a partial response.

Completes with a CustomBiddingAlgorithmRules.

Completes with a commons.ApiRequestError if the API endpoint returned an error.

If the used http.Client completes with an error when making a REST call, this method will complete with the same error.
